On December 1, the Internet Television Working Committee was officially established at the Fifth China Internet Audiovisual Conference. Li Ming, CEO of Future TV, was elected as the first chairman of the committee. The event was attended by high-level officials, including Luo Jianhui, Director of the Network Department of the State Administration of Press, Publication, Radio, Film and Television, and Zhou Jie, Deputy Secretary-General of the China Network Audiovisual Program Service Association, along with representatives from seven licensed companies.
Since the release of the "Notice on Printing and Distributing the Requirements for the Operation and Management of an Internet TV Licensing Authority" (Guobanfa.com No. [2011] No. 181), the domestic internet television industry has experienced rapid growth. According to recent industry data, the penetration rate of internet TV in China has reached as high as 84%, with over 200 million users across the market through internet TV set-top boxes. With features such as large-screen display, high-definition quality, on-demand access, and smart functionality, internet TV has become a popular choice among consumers and is now considered a mainstream audiovisual medium.
As an emerging sector, internet TV holds great potential but also faces challenges. Divergent development strategies among industry players have led to inconsistencies in technical and data standards, resulting in information asymmetry and difficulties in system integration. This inefficiency causes significant resource waste and hinders the growth of key areas like advertising, content monetization, and app development. Additionally, some new entrants lack awareness of regulatory requirements, potentially undermining the healthy development of internet TV content. Therefore, it's essential for industry organizations to guide development, ensure compliance, and promote policy awareness.
To address these issues, the Internet Television Working Committee was initiated by the General Directorate with approval. Led by Future TV, the committee aims to foster collaboration between government authorities and industry stakeholders. It will serve as a bridge for communication and help shape the future direction of the industry.
Li Ming, the newly appointed chairman, presented the "Action Plan of the Internet Television Working Committee" on behalf of the committee. This plan outlines eight key initiatives aimed at guiding the industry toward sustainable and responsible growth.
First, the committee emphasizes maintaining the correct political direction and strengthening a sense of responsibility. It will promote positive values and ensure that all activities align with national policies and public interests.
Second, it focuses on delivering high-quality content and creating a clean digital space. The committee will prioritize content innovation, enhance platform credibility, and strictly prohibit the spread of illegal or inappropriate material.
Third, it advocates for ethical competition and resists unfair practices. The goal is to build a fair and transparent market environment where companies can thrive without resorting to harmful tactics.
Fourth, it aims to improve communication between government and industry players, ensuring better policy understanding and feedback mechanisms. Regular dialogues between companies will also be encouraged to build trust and cooperation.
Fifth, the committee will push for the establishment of industry standards, promoting consistency in technology, data, and application protocols.
Sixth, it encourages technological innovation, especially in big data and artificial intelligence, to drive the evolution of smart devices and systems. Investment in R&D for core technologies will be prioritized.
Seventh, the committee promotes patent sharing and the creation of a patent pool to accelerate the commercialization of innovative technologies.
Eighth, it seeks to integrate high-quality resources from various sectors—such as advertising, e-commerce, education, and gaming—to build a thriving and interconnected ecosystem.
By implementing these measures, the Internet Television Working Committee aims to lead the industry toward a more structured, collaborative, and forward-thinking future.
