LED companies set up research and development institutions through industry-university-research cooperation, and awarded 5 million yuan, 3 million yuan, and 1 million yuan to the recognized engineering technology research and development centers, enterprise technology centers, and key laboratories according to national, provincial, and municipal levels. If LED companies select a number of key technologies that have advantages in Dongguan in terms of substrate materials and other key breakthroughs, each project will be funded by not less than 10 million yuan. For the LED key technology breakthrough projects undertaken by the enterprise and funded by the state and provincial projects, the municipal finance will provide supporting support according to the ratio of 1:1 and 1:0.5 respectively.
Any LED enterprise that is recognized as a national high-tech enterprise may levy a corporate income tax at a reduced rate of 15% during the validity period of the certificate. Anyone who has been identified as an LED innovation enterprise in Dongguan shall be rewarded by the municipal finance for three consecutive years for the local retention of the enterprise's actual corporate income tax exceeding 15%.
The "Provisions" also propose two "batch" goals, namely, fostering and supporting a number of leading enterprises and implementing a number of major industrialization projects. Dongguan plans to select a number of key enterprises to provide key support from key technological breakthroughs, major project industrialization, and promotion and application demonstration. At the same time, select a number of major LED industrialization projects with core technologies and strong industry-driven effects, each project funding of not less than 100 million yuan.
Government procurement preferred LED products
Dongguan will also fully implement the LED application demonstration project. According to the "Regulations", starting from September this year, the city's new public roads, highways, tunnels, public light rails, underground parking lots and other public spaces lighting, in principle, the full use of LED lighting products.
At the same time, establish a government priority procurement list of LED independent innovation products. LED independent innovation products that meet the requirements for testing can be listed in the municipal government's priority procurement list. In projects invested by the government, if you need to purchase lighting products, you should give priority to purchasing LED independent innovation products.
Units and users who purchase and use LED lighting products will also receive financial subsidies. If a government unit purchases LED lighting products, the municipal finance will provide subsidies in accordance with 10% of the approved LED lighting prices. For non-government units and enterprises to purchase, the municipal finance shall provide subsidies according to 30% of the approved LED lamps, and the maximum subsidy for a single project shall not exceed 10 million yuan.
Leading talents can get high start-up funds
The municipal government encourages local LED products to be certified or inspected by qualified testing institutions. The municipal finance shall provide financial support according to 50% of the certification or testing fees; LED companies shall participate in the domestic and foreign semiconductor lighting professional exhibitions and participate in the relevant expenses paid by the exhibition. The municipal finance will be subsidized according to the 50% standard, and each project will receive a maximum of 300,000 yuan; LED production enterprises and related units will actively participate in LED standardization work, and will be awarded a reward of 3-100 million yuan respectively; enterprises will purchase and introduce high-end LED production lines and Major equipment will also receive subsidies.
Dongguan will also give priority to supporting LED companies to go public. The listed LED listed companies in Dongguan can receive up to 2 million yuan of listing counseling; if the company successfully publishes on the domestic and foreign stock exchanges, the municipal finance will give each company a special award for two consecutive years.
To help LED companies solve their talents, the municipal government encourages LED companies to introduce technology innovation teams and leading talents. For municipal leaders in innovation and entrepreneurship, the municipal finance will provide 500,000 to 5 million yuan of start-up capital support and 200,000 yuan of subsidies for home security. For the post-doctoral workstations built by LED enterprises, the municipal finance will grant a financial subsidy of 300,000 yuan, and each post-doctoral researcher who will work in the station and out of the station will receive financial assistance of 100,000 yuan and 200,000 yuan to carry out the project doctoral research. The company gives a maximum of 100,000 yuan in financial support for each project.
